Can the stairs be turned permanently on or off using the KMG-3233 or KMG-4233?

Stairs can be turned permanently on by manual switches. But stairs can't be turned permanently off. The stair lights status must be stay on by manual switches, or lights off but in induction mode (motion sensor standby).
